Could someone please explain how a birth certificate can be a civil rights issue?

Well your missing a dad which is a nice thing to have but I know a lot of well rounded people who grew up with out one. Why your mom even wrote a name down is beyond me, because you can leave the father area blank as long as you are not married, so I don't understand why your mother did that, it is wrong because what if one day the state asks your mom to track down the "father" for child support? I can almost guarantee the name she put down belongs to someone, she will have to tell them she lied, when you have a baby in the hospital you sign a contract saying all the information your put is true, it also says that if it's found to not be that your going to get in trouble for falsifying a government doent. That's why having a wrong bc is illegal, it's not because the persons any less, its so the government can know who's who and who they came from.
