Why is B.E.T telling us to "wrap it up" when a virus can still get through microscopical holes on a Plastic?

I understand you, but you know how our nation's all about instant gratification. No premarital is considered a conservative religious belief, not the mainstream practice. And since we have the separation of church and state, the government doesn't emphasize something they view as religious. with condoms is not 100% safe, but at least it's SAFER. It's similar to the practice of handling out needles to drug addicts, it's best to stop the habit, but if you can't, you can at least make it safer.
