Should conditional public apologies be unacceptable?

An apology isn't an apology when it's only offered because it's demanded. It has to come without coercion, or threat of repercussion...or it's nothing more than lip service. The bishop was only apologizing for offending people...not for his actual denial of what went on during the holocaust. The Vatican did right.
